This library is named after the late Abdirahman Osman Raghe, who was one of the early pioneers of Somaliland’s peace-building and state-building processes. Raghe had also invested in the establishment of the first Public Policy Institute at APD that influences policy development in the public sector.

The Library hosts a collection of APD publications, public policy textbooks, and other general social sciences books.
